I use an aquarium heater. Cheap and works a treat. You can use the temperature controller on them if you trust them or use them in with a separate temperature controller (which I do).

Here's a link to a thread with some discussion about their use. There are others threads also if you want to go digging.

Pic attached of fermenters in small 150L chest freezer with aquarium heater submerged in 8L of water. Freezer unplugged. Heater connected to a Fridgemate. Works a treat. ie. set and leave...

For the setup I'm getting toegther right now, I'm considering using the aquarium heater approach.

one of these:

Or this one from Dealextreme:

In the crisper bin, filled with water. Can anyone see a reason it wouldnt work?
Edit:

Is there any reason I couldnt get a 25l cube (I have a few of these, and would fit very nicely on it's side in the bottom of my fermentin fridge in front of the compressor hump), fill it completely with water, run the cord through a small hole in the cap, seal with silicone, and use it as a completely sealed heater? I wouldnt have to worry about spilled water or evaporation.

I assume that given it isnt going to be reaching anywhere near boiling, pressure buildup wont be an issue, as the max these heaters go to is 30deg?

ended up going the light (lamp) put down a coopers mexican cereza be2 1kg and us-05 yeast at 18 C
so i guess ill see how the light works out in the next few weeks fingers crossed
