boiling v steeping hops

I'm currently putting together a leftover kit of coops pale ale and nelson sav hops.
Boiling the hops for ten then putting it n the mix.

Is there a noticeable taste if I was to steep them as I would with grains at 65 deg instead of boiling?
 
Are you using the hops for bittering, flavour or aroma?

When using hops for bitterness you should aim for ~1.03 to 1.04sg for maximum utilisation of the alpha acids. Both SG and boil time have an effect on the utilisation. See below for utilisation as function of Boil Gravity and Time. Can't seem to add a table here. Please see attached image.

Boil your hops with malt extract to add bitterness and some flavour/aroma. The longer you boil, the more bitterness (to a point). Hot steep them for flavour and aroma (sub 80 deg). Otherwise dry hop.
Best mixing up a bit of malt to gravity of 1030-1050 for a boil. Steep can be water or wort.
