I'd be pretty confident that the LCA01 & LCA03 would be the same OD (28.5mm), so anything with a 30mm diameter hole would suffice for your needs (insert earthy British humour double-entendre here -> ).

Come on, you're a Homebrewer! No need to spend money if you don't have to - Improvise!!!

I just had an email response from Proscitech about availability of the 15ml tubes. The standard LCA04's won't be available until the end of Feb., but the PET versions are expected to be delivered to them next Monday (13th), so they could probably ship a couple of days later.
