Im on my first brew using a coopers system. Could someone please tell me what the top clear layer is?

very rare to se such little response … but .. how long into the brew was this photo taken?
looks like a day or 2.
and did you follow the instructions to the tee?
send more pictures close and from far.
If you followed the instructions, it should turn into beer,.. but wait until it is done and you will know.
 
By top clear are you referring to the white bubbles alomg the top? Looks like bubbles from fermentation (krausen) to me.
 
To me it looks like the brew has finished and the yeast is starting to settle to the bottom.
I brewed for a long time in glass demijohns, same thing happens, that clear will work its way to the bottom, somewhere around then will be a good time to bottle.

Looks like the extract hasn't dissolved well and you water settling in top. I'm sure once fermentation starts it will turn over and absorb into the brew.

This assuming picture was taken fairly early.
