They have all sorts of voltages, temperature ratings and current densities for jobs big and small. Not just made of silicone either.

My initial thoughts were this, there are numerous commercial ceramic style heated stirrer plates available most of which seem to rely on some sort of temperature probe & the range of temps seems to be quite high, far more than is needed for yeast management.
So a very low wattage silicone pad might be the ideal DIY solution (dependant on calculation) & could be retro fitted to any device or as another person as mentioned even directly to a flask (not too sure of the cleaning / sticking implications that might impose?)
