My second partial is nearly fermented out and it has the same FG 2 days in a row but the FG is 1.021 .. you think it shoudl ferment out a bit more?

Strong Pale Ale
Partial mash, 2.5kg TCB light malt extract, 2.7kg JW Ale malt, 0.5kg JW Dark Munich, 0.1kg Fawcetts crystal.
Mashed at 65degC. 23g N.B. 10% @ 60mins, 20g EKG 5.2% @ 30mins, Wirlfloc @ 15 mins, 20g EKG 5.2% @ 3 mins.
Approx 42IBU. Whitelabs WLP010. 75min boil.
