Should I Bottle?

just wondering if i should bottle my tooheys improved bought from coles had readings of 1020 steady for the last 3 days
and have had low temps of 18-20 and it has been going for 3 weeks today
 
Depends on what went into the brew, and what volume & OG. 1020 is way too high for a standard K&K. Post up the entire recipe
 
What sugar did you use?

Sounds too high. Give the fermenter a swirl.

What temperature is it at?
 
If it was just a kit and a kilo of dextrose in 23L you should be looking at an FG of about 1008, if it was some sort of brew enhancer like the Coopers BE1 or BE2 then a little higher, but not 1020. +1 on giving it a bit of a swirl, or if you have a spare vessel, the rack it.
 
If you are still in doubt of your beer reaching FG.
Fill a PET bottle with 200-300ml of your beer.
Shake the crap out of it introducing some O2.
Release CO2 and place in a warm place in your house (window seal covered in a tea towel or similar), with the seal just cracked to release any more gas.
Shake every time you walk past the bottle.
Take the SG of your beer in the bottle after a couple of days.
If it is at the same SG as your beer in fermenter, then your fermenter is at the FG.
The beer in the pet bottle will probably taste like crap, but it is a small sacrifice to ensure your beer is ready for bottling.

As others have stated 1.020 seems too high.
