Ipa Og=1096. Help?

'Evening!

I just put down my IPA experiment.

Here's the recipe:
* 1 x Coopers IPA goo
* 2 kg light dry malt extract
* 23l
* S-04 rehydrated 28C 700 ml 35 mins
* 26C at pitching

Hopped as:
* 15g Fuggles @ 30 mins
* 15g Fuggles @ 15 mins
* 15g EKG @ flameout

OG is reading a whopping (ok - whopping to me!) 1096 @ 26C. Even applying a correction table that's a wee bit large I think.

Therefore:

* Have I messed up?
* Is my hydrometer out of calibration at the high end of the scale?
** If no to the above, then do I need to add another yeast now or later in the ferment?

Yes, I am being a n00b and yes, I do have my flamesuit and "Google it, bitch" defence armour at the ready.

Hints, opinions and prognostications appreciated.

I've had this once...

With mine it was a lack of proper mixing the tap being filled with concentrated wort, therefore giving a false read..
 
I preloaded the vessel with 2l water and 2 kg ice and stirred like a b*tch.

However, at this suggestion I will go check it again.

Pulled another sample at a much more leisurely 1054. w00t!
