Electric Urn Not Reaching Boiling Temps.

Recently I picked up a 35L Stokes brand urn with the intention of using it for BIAB and freeing myself from the fun of 19L stock pots on the barbie. However when I went to brew on the weekend I found that it would not bring the wort to a boil. This did not appear to be a problem with the strength of the element, as when the temp hit 84-90C the element would turn off, and the "ready" light on the urn would turn on.

I took the urn apart last night, but the electronics were pretty simple and there didn't appear to be any thermostat or similar to adjust.

Just wondering if anyone else has experienced similar/any suggestions on how to change this (short of buying an additional element/immersion heater)
