Can't Get Ipa To Ferment

I started a fresh wort IPA kit a week ago from ND Brewing. I have had to pitch a yeast in to it twice and I still have nothing coming from it. It was about 24 degrees when I pitched the first one, 22 the second time about 4 days later. I'm not sure if the wort is off or has a use by date but I have no signs of fermentation at all. My hydrometer reading is constantly 1012. Can I fix this somehow or is it shot and I should throw it out and start again?

If you are getting stable hydro readings of 1012, it's all done and fermented IMHO.
I'd say your fermenter leaked the CO somewhere other than through the airlock.
Have you tasted the hydro sample? Does it taste sweet, or like uncarbonated beer? If the latter, it's definitely done.

yes, seriously, it was only in there 2 days and I was getting 1012 readings, it tastes like flat beer but since it was only my second time I thought it was pretty strange. Last time I had a brew in there it had the big krausen, bubbled away for days and then it was 2 weeks before it was OK to bottle. I suppose if you think it's ready then I'll bottle it up and see how it tastes in a week or two.
 
I'd leave it for at least a week from the initial pitching before thinking about bottling. Do a final hydro check before you bottle, and you should be right to go.
I have had some wheat brews and the odd APA where the yeast has basically chewed through the lot in about 2 days, even controlling the fermentation temperature.
 
I agree, fermentation has taken place.
 
bottled it up today, all seemed fairly normal, the bottom of the fermenter was full of "leftovers" and it smelled quite good, we'll see how it turns out in another couple of weeks.
