I'm just about to brew a Cooper's kit with their Lager and Brew Enhancer 1 from the DIY kit. After finishing adding all the ingredients to the bucket, when do I actually start cooling the wort?
 
ASAP.
The brew would benefit from fermenting below 20 degrees. The yeast supplied with the Coopers Lager kit is actually an ale yeast so you don't need to go real cold.
With a kit, a good method of getting the wort to the right temperature instantly is to get yourself a 15L jerry can or cube (buy a fresh wort kit and you'll get yourself a cube to keep) and if you have fridge space, cool the cube (sanitised) full of water to about 12 degrees before you assemble the kit. Mix kit and BE in stockpot with hot water, no need to boil, then pour the whole lot into the fermenter and pitch the yeast. Doesn't harm to be a few degrees cool to start off with, let it drift up to 18 - 20 for the fermentation.
