I've rinsed this yeast 3 times and as you can see there is a small lighter colored strip on the bottom. Is this the only part I keep ?

Way too thick mate, if it's rinsed 3 times, the liquid on top should almost be clear, are you rinsing it whilst cold?

I'd split that into a third of that slurry to rinse and do it at room temperature.

That is your issue - do it at room temp then pour off the top 2/3'rds after about 45 mins.
Then keep the left over. Top up with sterilised but cooled water (room temp) shake and repeat.
Then you will be left with the goods.

eh? you want to keep the top 2/3 after about 20 min to half hour, discard the bottom third... the stuff that settles in that time is the deal cells and shite,

have a read through >THIS<
