I read of people using cornflakes in the mash in leau of corn, how about using rice pops in leau of rice?
 
Yep! It'll work, as long as it's "plain" torrified rice & not breakfast cereal laden with sugar, honey & other chemical pollutants.

The process of torrifying a grain (rice, wheat, corn etc. ) is basically the same & you don't need to pre-cook them, as their starches have already been gelatinised. They can be chucked straight in your mash.
