i thought sodium percarbonate broke down pretty quickly to basically water and oxygen pretty quickly (read a few days), and then, if anything, it promoted the growth of bacteria due to the oxygen rich enviroment?

It is an oxygen rich environment, But, it is free oxygen that will oxidise with the bacteria.....this is why you cant use Peroxide to oxygenate wort...
 
I chuck a bit of bleach in the water my fermenter sits in to keep cool. Keeps it a bit fresh.

If it destroys cubes after a week, maybe its not such a good idea.
