Have you tried the kit you're using before? If you have, and it's not hoppy, you may want to up the hops to 20 or 25g, that's the way I like them. On the other hand starting conservatively is good.
Just make sure the hops are good quality. Some of the ones doing the rounds of brewshops are 2004 and 2005 harvests and they've been sitting there under less than ideal conditions.
