Hops "infusion" Method

TCB have a few recipes which they recomend "infusion" method of putting the hops in a cup of boiling water and steeping for 10-15mins.

i have tried a few times with good results but now a little more conserned about how much bitterness i might actually be adding. Has anyone got any idea if this would be the equivalent of a boil of the same period of time? i doubt it due to being water and not wort of 10?? sg. my understanding is that the higher the gravity the less bitterness would be imparted on the wort for the same boil time.

has anyone had any experience with this or know the calculation method for estimatign such this at low SG?
