Can the Copper pick up tube in the boiler be soaked in Napisan over night to get the black crap out of it?
or will napisan do damage to the copper

Palmer suggests:
"For routine cleaning of copper and other metals, percarbonate-based cleaners like PBW are the best choice."
so unless there is other bad-stuff in the Napisan, you should have no problem.
Is the black crap grunge that is stuck in, it or bad oxidation on the surface? If it's surface oxidation you can clean that off with (hot) vinegar.
 
Interesting suggestion from Palmer there.

PBW is sodium metasilicate not percarbonate.
