Can Sanitizer Become "dirty" And Useless?

If you have dirty bottles, clean them with napisan first, then sanitise. It was my method when I bottled, worked every time.

Did a bottle wash sanitise today and went with this method. GOD, what was I thinking (bangs heads on brick wall), bottles came out soooo clean and shiny.
This came at the perfect time as I am about to bottle in clean bottles my best effort yet and it would be a shame to waste all that time.
