According to BeerSmith2 with no hops in the boil and all added at flame out;
* 20min steep/whirlpool above 80c = 45 IBU's
* 30min steep/whirlpool above 80c = 57 IBU's
* 40min steep/whirlpool above 80c = 65 IBU's
Am I also getting more hop flavour with longer steep/whirlpool or just more IBU's?
