Yeast Starter?

How do I make a 3 litre Yeast Starter?????

I am really keen to make a Belgian Ale and one of the recipes require me to
use: "3 Wyeast Ardenne Strain or a 3 Litre starter made from one pack."

so can anyone help explain to me what this as and how to do it, i am relatively new to home brewing about to brew my fourth and fifth brew and looking at the Belgian Ale as the 6th.
