Water makeup does affect beer, but it need not be negative. Hard(er) water suits British Styles, whereas Pilsners do well with soft water.
You can also buy (from craftbrewer, at least) chloride, calcium, gypsum etc to change your water composition according to style.
I brew a considerable number of dark british beers and American Pale Ales (and amber ales), so that I don't have to really pfaff around with changing the hard-ish water we have in brisbane.
