Can I lager beer lying down (the bottles not the brewer)?

Well you can it you want a cloudy lager. Bottles are best stored upright for the yeast to settle to the bottom. If they are stored lying down, as soon as you pick one up and turn it vertical to pour into your jug or glass you will have a cloudy longneck of lager.

There is probably a better chance of getting rusty bottle tops if you lie them down too.
