IPA not as hoppy as it should be

Try 200 g in the whirlpool and 60 g dry hop. That should do the trick.

Welcome aboard the good ship AHB! Now, not meaning to sound condescending, but I think it's pretty hard to say you believe that the problem is the water profile given you don't actually know what profile the OP used (never mentioned in a previous post). Water chemistry might help the hops "pop" a bit more, but that's more of a rounded vs sharp or fresh vs bright character. The OPs problem doesn't seem to be with the hop type of hop character, rather the amount of hop character.
