oops, i didn't re-read the whole thread.
I just plugged your recipe into Ian's spreadsheet.
It predicted an OG of 1050 and a FG of 1013, so your brew may have a bit to go still. If its been at that SG for a while, maybe give it a gentle stir to get the yeast up and at 'em again. Either way i wouldn't say your hydrometer is knackered. but like you said it only goes up to 1040 which makes it less than ideal for this type of beer.
As far as your CO2 calculations go, the spreadsheet tells me that you need 68g of dextrose for 18L to get your desired carbonation of 1.8. This means based on your estimate of 70% you will need 97g of DME.
I've never used the tastybrew calculator, so i cant comment on which is more accurate.
