Undiluted, straight from the bottle. Apply with a cloth wipe and leave it for a bit. For Barkeeper's Friend powder I use a scourer with a bit of water. The main thing is to clean the rust off so it can re-passivate. Stainless will do this naturally if you just leave it clean and dry but the above products make it a lot easier.
 
I too Have a few rust spots to remove. On the inside wall of a corny keg. The inside surface of cornies looks so nice and "dull" kind of satin I guess. Will scrubbing with a scourer create a bright patch? Will this be an issue?
 
pfs, yeah you'll change the surface finish but it won't harm the SS or it's longevity or your beer.
 
10 minutes work with a scourer pad, wiped with starsan and let it sit for 20 minutes then rinsed and dried over night......worked a treat!
