Brew Temperature Too Low

Started brewing in fridge and all has gone well except that the heater element that i use to maintain temp. seems to have gone south.

Brew was at 20 degrees for 2 days but has dropped to around 16 degrees and it's still happily bubbling away. Yeast is Safale04.

After reading a bit I imagine that it is better that your beer ferment a few degrees cooler than the other way around?

With S04, I'd raise the temp a couple of degrees if possible. If flocculates real easy, so while it's highly active you'll be ok, but when it starts to slow down you may get attentuation problems.
 
SO4 will ferment fine at 16C. It will, however, take longer to finish.
