This issue got raised all the way back when no chill was originally began (in it's current form) around 20 years ago, and I have not once seen any cases of botulism
Myself I've done hundreds of no chill beers, maybe 5 have resulted in ditched brews because the cubes puffed up, but every other one has been fine and haven't killed me yet
