When To Move To Secondary

Morning,

I put down a Coopers Brewmaster Pilser 2 weeks ago consisting of the following

Coopers Pilsner
500g Malt
300g Dextrose
Morgan Saaz hop bag.
Yeast supplied with kit (which I believe is a lager yeast)

My OG came at 1031, but I didn't think to take another sample, but now I realise that was probally too low?

so two weeks on, I have had it fermenting away at 10 deg in a fridge. I took a reading and its only 1020.

I wanted to move it to a secondary, but I am unsure about when I should do it. I hear that when your about 80% through fermentation is a good time, but if my OG reading is shonky how will I know?

any ideas what the FG should be on a brew like this?
 
ive also got cervesa with 2kg of be2 it started at 1052 and is stuck on 1020 after a week,so im racking it today.I was planning on racking into a cube but seen as tho its still on 1020 its going into another fermenter just in case it takes off again. which im sure it will
