I've posted this in another thread a while back but dunno where.
Here's an idea I reckon could work.
Every pub ordered by law to have a collection of sumo suits.
If some guys start to get out of hand, they are roughly grabbed by everyone, thrown into these suits, and chucked in the ring to have it out for the amusement of others.
If it's a girl fight, well, a pool full of jelly or baked beans should do. Keep it classy.
