Is this the same as DME, or something altogether different? It is almost twice the price of DME at my LHBS.

Standard LDME is about $12 for 1kg
The Light Unhopped Dried Spray Malt 500g is about $11

If they are used for the same purpose, would different concentrations be used?
 
they are both dry malt extract, you might find the cheaper one is a generic brand like bintani, which is not specifically made for brewing afaik. The expensive one may be something like Briess dme :)

It's exactly the same thing as DME. "Dry spray malt" is simply referring to the process by which DME is made. Wort is made, condensed then sprayed in a fine mist in a very dry / hot chamber which evaporates the remaining water and leaves you with the dry malt extract.
