Single can brew

Bought can of Black Rock Oatmeal Stout. Directions on back said use two cans or just one can and a 1 kg of dextrose etc and mix with 23 litres water etc
Is there any reason why I couldn’t just use one can with no additional ingredients and half the water. Ie an 11 litre one can brew in a small fermenter

That'll work. People do this with a lot of two can kits.
