Mangrove Jack's dried malt extract - low attenuation?

I recently used some Mangrove Jacks light DME for a couple of extract brews, and they finished unusually sweet (california common with W-34/70 started at 1.050 and finished at 1.018 after two weeks).

Does this extract just have a lot of fermentables? The packet reads "This product may be used to replace sugar or dextrose to increase the mouthfeel of the beer and vastly improve its head", and I wondered if it's more like brew enhancer than pure DME.

I did notice that it was more yellow and crystally (the grains reflect light a bit) than my usual DME, any idea who makes this stuff?
