Does the black piece go on the outside of the fridge and the white piece on the inside

Hawky,can you tell me what size/ diameter hole is required to mount the tap and the type of tap in your pic?
Just gathering info for a pet project for building fonts from scrap materials ,( all home brewers are scroungers).
