Stopping sales after 2 am would be a PITA (bars/clubs/pubs) for nocturnal people like myself.
It sounds like a ridiculous piece of policy especially in light of the current economic crisis where the government is actively encouraging spending in order to boost the economy and provide stability in the retail-wholesale-manufacture-primary production supply chain.
Not to mention being somewhat culturally offensive to Anglo-Europeans (and others, but less so) as alcohol is an enormous part of our social culture.
