There is an Indian grocery store in Dandenong that has a traditional (?) electric stone wheel spice grinder, reckon that would do the job, would probably handle about a kilo at a time.
Its a bowl with a stone wheel that rust runs around in circles inside it, the edges of the bowl are slightly deeper than the centre so the grain/spice falls to where the wheel runs, just switch it on, have a beer or three and come back.
It was at MKS near the intersection of Stud Rd and Prices Hwy on the Rowville side, opposite the pharmacy if anyone wants a look.
I never checked the price, sorry.
 
even better dont be a tight arse and and buy a proper grain mill it pays for it self with grain bought in bulk i like the barley crusher it great a good crush hlps to get better or constant eff get the right tool for the job
