I have to wonder why it is fermenting out so slowly, or getting stuck there. 1035 is a fairly low Original Gravity, and even with an English yeast which tend to ferment out a little less than American Ale yeast, I'd expect it to get down to somewhere between 1010–1014.

You could give the fermenter a gentle to try to get some of the sleepy yeast to wake up, and you could raise the temperature by a degree or two.

Where are you storing the fermenter? You have a brew belt on, but is the fermenter kept inside a cupboard or a cardboard box or something? (This is often done to try to keep the temp a bit more consistant.)
