Looks like a USA bottle to me with DOT stamping. Aussie ones have the triangular Australian Standards Association stamp from memory, have not looked at mine for ages.

would places just refuse to fill it then? even if its hardly been used? (not a nick or scratch on it)

When i rang a local fire extinguisher shop to ask about a refill ( craftbrewer bottle) the first thing they said was they wont fill cheap ebay bottles, so must be a pretty common problem. When i took it in they had to get the ok from the techo before they would fill it for me. Dont fancy your chances unless it is aus approved but worth a try.

Be a liability thing for the filler, IF something went wrong and they were found to have filled a bottle that is non Aus standard approved, they would be in a world of hurt, no one wants to lose their business over a $30 CO2 refill.
