Can you bottle cidar early and not add priming sugar.. say at 1.010 or less to get a sweater cidar.. and will it still carb up enough... i have PET bottles

Im been making APA with ibu ranging from 30 to 38 ibu and wanting to lower ibu down to 20 to 28 by either less boiling time or less bittering hops... i would like everyone's suggestions thanks
Just need to confirm if you can do a extract brew in a 30min boil instead of a 60min as i have found this recipe that boils the exract for 30min before adding hops for the last 30min and additional hops at flame out.. it seems to me that the first 30mins a waste off time
I use to brew like that about 25yrs back.. it was the bee's knees ... at $8 for 2 and half cartons of beer when your a teenager it taste like mothers milk... but i no better know
