What is the best home brew starter kit? (not too expensive)

Why not offer a basic setup, a mid range and then a premium setup?

Basic setup, enough to get a beer brewed and bottled in p.e.t,
Mid range - throw in a bench capper?
Maybe a premium starter kit with bench capper, heat belt, temp controller.

Some beginners will have mates that brew that will probably suggest a few extras like temp control.

If you give the punters a couple of options, I’m sure it wouldn’t be too hard to arrange (kinda like having different kegerator packages I guess)
