Best ways to avoid it in my book are
1: Use good quality ingredients
2: Have impeccable sanitisation regimens
3: Control you temperature throughout the process
4: Good healthy yeast pitched in appropriate amounts

If you get these right with extract you're beer won't have that home-brew twang (which mine have never had as I've always used the above principles). Things like water modifications/pH etc do make a difference but not to the same extent as the above steps.
