I just mashed in a smoked robust porter that is bittered with target then two additions of EKG at 45 & 55 minutes.
After checking the hop larder I'll be short of one of the EKG additions (retard - forgot last nites brewing) .
I have on hand fuggles, target, & northdown.
Any suggestions on which to go with?

Ta mate, target she is :)

Just done some more research.

Palmers table from Brewing Classic Styles suggests Target or Fuggles (out of your options), however in How To Brew he doesn't list either as a substitute for EKG. Having said that, he does list EKG as a substitute for Fuggles!

I'm sure you will be ok with whatever.

Jamil/John's Brewing classic styles has a handy dandy hop wheel so you can quickly see which hops lie closest to which in characterisitics.
On the wheel target is closer to ekg and they are both on the same floral tending to fruity axis.
Fuggles is more on the herbal side.

So target.
