For beer, 0-1 degrees is optimal for lagering. If that's not possible, as cold as you can get it.
 
0-1C might not be practical. My keezer is set to 3,

On de-carbing... Shaking the keg and releasing the pressure has been great. I have not had much success with just releasing the PRV periodically. Will aim to carb properly from now on.
