Looking at putting down a Founder’s Brewing's Breakfast Stout Clone, https://byo.com/stories/issue/item/1857-founder's-brewings-breakfast-stout-clone .

A recipe on BrewersFriend shows the following ingredients:

FERMENTABLES:
3 kg - Liquid Malt Extract - Light (53.1%)
0.75 kg - Dry Malt Extract - Light (13.3%)

STEEPING GRAINS:
0.65 kg - Flaked Oats (11.5%)
0.45 kg - American - Chocolate (8%)
0.35 kg - American - Roasted Barley (6.2%)
0.25 kg - Belgian - De-Bittered Black (4.4%)
0.2 kg - American - Caramel / Crystal 120L (3.5%)

HOPS:
31 g - Nugget, Type: Pellet, AA: 14, Use: Boil for 60 min, IBU: 25.51
14 g - Willamette, Type: Pellet, AA: 4.5, Use: Boil for 30 min, IBU: 2.85
14 g - Willamette, Type: Pellet, AA: 4.5, Use: Boil for 0 min

OTHER INGREDIENTS:
56.5 g - Gound Sumatran Coffee, Time: 1 min, Type: Flavor, Use: Boil
56.5 g - Gound Kona Coffee, Type: Flavor, Use: Secondary
71 g - Dark, Bittersweet Baker's Chocolate, Time: 1 min, Type: Flavor, Use: Boil
42.5 g - Unsweetened Chocolate Baking Nibs, Time: 1 min, Type: Flavor, Use: Boil
0.5 tsp - Yeast Nutrient, Time: 15 min, Type: Fining, Use: Boil
0.5 tsp - Irish Moss, Time: 15 min, Type: Fining, Use: Boil

YEAST:
Wyeast - American Ale 1056

My questions is, what do I substitute the Belgian - De-Bittered Black with, would Weyermanns Malt: Carafa Special III work?
Also, American - Caramel / Crystal, can I substitute this with Simpsons: Crystal Malt Dark?
 
Yes on both counts.

I have a coffee stout on right now. Delicious.

You'll prob need some base malt to mash with oats to get them to convert.
