Cig Bottle

Just grabbed a E sized CO2 bottle off of the street from hard rubbish in my area. It doesn't have a valve in it but I assume that isnt a big deal getting replaced. What is the go regarding refilling and hydro test date etc?

probably best to take it to BOC or other gas supplier and see what they reckon.
there could've been a good reason why it was left on the hard rubbish pile, but then again it could be a golden find.
