I've got a few of those. To make the lid seal you need to cut off the little tabs on the bucket so the lid can screw down tight. Once I did this the bucket held water when tipped upside down.

Also they don't hold a full 25 kg sack, you need about a 50 litre drum to hold a full sack
 
I saw those the other day and went for this tub instead. It's airtight and holds a full 25kg sack of grain.
