In the UK, anyone over the age of 14 may drink alcohol when it is served with food provided it has been bought for them by someone over the age of 18.
Notice the table settings, looks like a cafe or restaurant.

From a publicity point of view, maybe not a smart move but she isn't breaking the law.

The was the point of view I was thinking of (being in kids movies), not the legal one.
I really think she is just posing for the camera though.
