I'm assuming you mean alternative to BOC/ Air Liquide.
Perth has a couple of places that fill Fire Extinguishers and as long as your cylinder appears to belong to you (not BOC etc) and is in date then they will refill. If you pop your location in your profile then someone may be able to suggest an alternative close to you
