44 gal drum - waterproof it or not?

Probably depends if you like green.

It should last a few years without, however painting it would make it last longer, especially on the cut/drilled surfaces.
 
Yeah it'll help prolong the life of the drum,remember that the cut edges and the rim joint in the bottom are where rust will start.
Putting it on some bricks to keep it off the ground will help also by allowing ventilation across the bottom but doing this will also dry the soil quicker,also metal pots in summer will dry the soil out quickly.
Paint the outside white and drape some shade cloth around the outside to help keep it cool ,the shade cloth needs to be loose to allow air flow .
