Wlp 802 Slow Starter?

hey guys,just a quick "is this normal" type of question. made an AG lager yesterday which went into the fermenter at OG 1058. I added a starter i made of the Czech Budejovice WLP 802- which i added 2 vials of said yeast and made the starter to 2L. I noticed the starter took a few days to fire and thought it was a bit odd. Been nearly 24 hours now and at 10-11 deg no action appears to be evident. Yeast was added after wort was chilled to 15 deg thru my chiller.

Is this normal for this yeast in other peoples experience?
