Roasted Barley - Cracked Or Whole?

My LHBS sells a proprietary brand of crystal, caramunich, carapils, etc, which is all pre-cracked.

I've noticed that the same brand of roasted barley and black malt are packaged whole (uncracked).

Does this mean that roasted barley and black malt should be steeped whole and uncracked?
